Richard Pulcrano Richard F. Pulcrano started Tri-State Mobile Medical Services in 1984, was the first company to bring Mobile Radiology services to the State of West Virginia and achieved the SBA 1988 West Virginia Young Entrepreneur Of The Year Award. Mr. Pulcrano is a graduate of St. Joseph Central High School in Huntington, WV, and graduated from George Washington University and Georgetown University in Washington, DC. Mr. Pulcrano assumed the role of COO of MobilexUSA on May 1, 2006.
